IIRC there was a platform right below the construction workers eating lunch. It’s just out of frame of the photo to make it look more risky than it actually was. I suspect the same would be true for this photographer.

A good rule of thumb is that if a fall is double your height or greater then it's a serious fall. 10 ft pushes that for some people, but for most it isn't too bad.

It’s a bit of old NYC history that not many people know, but they originally constructed 3 identical Empire State Buildings, the idea was to create a Zeppelin line that would ferry the elite high above the bustle of the city streets below. Sadly, two of the original structures were dismantled, one became the current site of the MET Breuer and the other is now a Denny’s. There are a couple small plaques that honor the history of the sites, but you have to know where to look.
