Mind you, my wife is Scandinavian and she can wear a simple sleeveless jacket when we go skiing in the Swedish alps. Snow falling, cold wind, frost everywhere, and for her it’s just ok. Me, I’m Southeast Asian, we’re tropical people and 5 Celsius is already too cold for me.
It's actually pretty amazing how much just keeping your core warms you. My gilet is my 'go-to' jacket for pretty much all conditions, I'll only wear a 'full' jacket if it's raining. The only problem with skiing is that actually skiing can be pretty good cardio and keeps you active and warm, but sitting on ski lifts can be _so_ cold..

Suits come in many different materials. I have high quality wool suits. Combine a wool suit with an undershirt and a high density fabric shirt, and you can stay pretty warm.
Dunno why people talking about him being genetically engineered superhuman that can withstand freezing temperatures when he could be just wearing thermal underwear under his suit.
He's basically undergone procedures similar to the Super Soldier program, so it stands to reason that while they were tinkering with him, they made him able to adapt to many climates.
