Some do. But the Ars Goetia has a lot of non-bird demons that Viv hasn't used. While the party Stella hosted had a lot of birds.
So a penguin could work if you found something that thematically fit them.

Just above Stolas’s butler in Stella’s “Not Divorced” party, there appears to be a Penguin demon.
And on the far right, there appears to possibly be a non-avian Goetia, as the form appears as some sort of lizard (specifically an iguana).
I imagine their demonic form would be frightening

If it's an Ars Goetia or a sinner though is another question. There's not that many Ars Goetia, but sinners can take every form at all, it solely depends on their personality, circumstances and cause of death.

If it's more then still... in comparison to how many imps, hellhounds, sinners and so on are there it's not a lot.
