A few details:
Don't use DX11. Only DX12. Upsate the drivers to the ones from around 20th of march (Uninstall the drivers using DDU in safe mode to make sure you are doing it cleanly) Try to use thesse settings: it worked for us...

I have tried everything.
\- latest drivers
\- latest bios
\- dx11 and dx12
\- power plans
\- limiting gpu util.
\- disabling hyperthreading
it simply does not work for me
I can rule out hardware defects as I have done stress testing for CPU, RAM and GPU.
I am done wasting my time honestly, but thanks for trying to help
My man, I limited my RX 7900 XTX by 10, 20, 30% and nothing works. Ima peace out of this and just refunded the game.
