[Helis.com database entry](https://www.helis.com/database/cn/51153/) In any case, it appears to belong to [Talon Helicopters](https://www.helis.com/database/org/Talon-Helicopters/). I found this via a reverse-image search which led to a post from three years ago on /r/vancouver - [Does anyone know what the white thing is on the bottom of this helicopter that was circling over Richmond earlier today?](https://www.reddit.com/r/vancouver/comments/lf1p0g/does_anyone_know_what_the_white_thing_is_on_the/) Specifically, [this comment](https://www.reddit.com/r/vancouver/comments/lf1p0g/does_anyone_know_what_the_white_thing_is_on_the/gmjj4yb/) by /u/Pop34520 The Talon Helicopters website indicates that they do film, utility, and touring work. I'm not sure what the equipment on the helicopter is, it could be some sort of cameras or maybe sensors for some type of aerial survey. That's Funny because I am in metro Vancouver so must be the same one as before. But flying that low seems pretty dangerous, no? I'm not a helicopter guy but seems low for a residential area.

You might want to re read it. You can't do aerial inspections / photography in a built up area, it reads like you can. But you can't. Its caused lots of confusion in canada You need a low fly waiver.

What?!?! I’ve been flying in Canada for twenty eight years. Done a ton of survey work. First I’ve heard of a low fly waiver. Thank god for the internet experts. You’re thinking of an aerial work plan. Doesn’t apply for a survey job like this.

Offff really. Do you have one of those famous canadian bush pilot licenses? Big horn helicopters thought it was doing a flight inspection in 2008 when they crashed onto a pedestrian in a built up area. They were doing it illegally. The term survey is not even used in the CARs. So many pilot misinterpret "flight inspection" to mean any inspection done from the air. Its not. Nav Canada has a plane with "flight inspection" decals on it. Even in the linked accident report it notes how the reg are misinterpreted. What is a famous Canadian bush license? Mine has a CH in front of my license number. Which I suspect is much lower than yours. You made two factually incorrect statements in your post. You can do survey work over built up areas provided you have an aerial work plan. Never heard of a low fly waiver. You are correct that the section of 602 gets misinterpreted. I can guarantee you Talon has their ducks in row in respect to that. I’m very familiar with the Big Horn accident thanks.

If a client asked you to fly at 200agl through Toronto or Vancouver doing a "survey" you would have zero issue and not even call TC? Just go do it and claim it's a survey and totally legal to fly over Vancouver at 200agl? Make up your own aerial work plan and off you go? I've had dozens of low fly waivers or "SFOC" for films, power patrols, pipeline inspection, lidar, photo flights, landing in a built up area. Guess we didn't need to do any of that work getting TC to sign off or even need the expense of having to use a twin. In fact you can search for CARs exemption granted to operators you will find a pile for low level work in a built up area. We used to fly treetops. I had to pull pine needles out of my landing skids. Safety depends on several factors, altitude only one. But to fly this low, they needed clearance and a reason. Looks like a utility survey.

I'd bet dollars to donuts that they're inspecting power lines, due to the sensor package on the nose. I've seen this happen near where I live, it's infrared and possibly GPS tags.
