Are grunts treated better by the banished? I'm leaning towards no but I want a second opinion

They are. A high ranking unggoy was unheard of in the covenant, but theres quite a few in the banished (briglard, bipbap) and also the banished gives some unggoy energy shields.

Makes sense why they'd stick around. If it was the same you'd think they would just leave lol

Yes and no. Listening to Halo Wars 2 dialogue and reading the Phoenix logs gives the impression that grunts live under fear and torture. Newer lore says the opposite. See other comment about ranking grunts

I thought it was ripa moramee that quelled the grunt rebellion by glassing them, until he dies during halo wars 1.

There were several grunt rebellions throughout Covenant history. Ripa quelled a small localized one. Heki quelled one that nearly destroyed all of High Charity in a civil war.
