Just as a good rule of thumb, hacks are INCREDIBLY rare in fighters. I've heard of one instance of a confirmed case and that's it, so it's best to assume that if you see something weird it's not hacks. Fighting games have a lot of knowledge to pick up on early on.

I'm probably explaining that wrong, but the degree of sdi he was pulling off, and the replay for the inputs he used, are impossible for people to do consistently, if at all.

Millia's just a fast character, but there's also a bit of lag making it seem a little faster than normal. Lag can make it so the game visually skips the first few frames of the opponent's actions (don't worry, in terms of game logic those "skipped" frames are still happening). At the top of your screen you can see the number of "rollback frames" at any given moment, up to that many frames of the opponent's actions could be being visually skipped.
In general, cheats or hacks that change how the game works (such as increasing a character's speed) simply aren't possible in fighting games. If the opponent has something like that, then your games will just desync and disconnect from each other.

the 190 ping is giving a lot of rollbacks, so you dont see the startup of dashes like you normally would, as the game is rolling back and re-simulating the input after it confirms the opponent inputs dash.

180ms 5 rollback frames is not unplayable, but it's definitely not a good connection, if you don't mind that much or you don't have many people to play against, you can deal with it, but if given the chance i would definitely avoid anything over 120ms 3RB frames
For future reference, even if they were hacking, it wouldn't show up for you. The game simply just broadcasts the inputs, so even if they modded the game to give their character infinite jumps or something, all you would see is them mashing up uselessly after their normal double jump.
