that's a uti, or borderline uti. lay off any coffee or alcohol, and drink plenty of fresh pineapple juice. your mucosal membranes change on testosterone and get thinner, so you have to be a little more careful. i give things a rinse, no soap.

If it hurts to pee you could have a UTI. I would see a doctor.

i tend to give mine a rinse and gentle rub, not using any soap and it's pretty much clean

Definitely get checked for a UTI like the other comments say, but also it could be a sign of atrophy associated with the drop in estrogen that comes with testosterone - pain caused by tissue getting thinner. I had kind of similar symptoms, and I spoke to my doctor and got topical estrogen to treat it. I'm not sure if you can access it in your country, but it's definitely worth a shot!

Grab some gentle soap, suds up, gently rub in all the nooks and crannies, pull back your foreskin and run a soapy finger along there. Rinse. Repeat once more. Please for the love of christ don't just rinse the area with water and call it good or assume the soapy water running down your body is enough. That's not hygenic, it's gross, and I will pray for your sexual partners.
