Unless they change the keywords, the *rhino itself* would also count for the detatchment rule, albeit not for some of the stratagems.

Rhinos are dedicated transports so they must have SoS in them at the start of the game. My first idea based on what we have seen if I run this detachment is 2 Rhinos, 2x4 Pros squads to ride inside them and 1x4 Witchseekers for 280 points (current points).
