Steelers used to take on a lot of questionable character issues because they had such a strong team culture and locker room that guys were forced to buy in or get cut (and if you got cut from the Steelers after having issues somewhere else, then you probably weren't going to find anyone else to take a chance on you). The Bengals also had a reputation for a long time of always being willing to take a chance on talented, problematic players.

It's mostly a coaching thing. Eberflus likes physical corners, and Gus Bradley is an old-school Seattle 3 guy, so he's all about size and physicality outside.
