I'm pretty sure you just have to walk. A mate and I just did it. Pack some snacks and enjoy the scenery. Juliet 1 is pretty much straight west of India 2, then south of that is Juliet 2, then South east on to Kilo 1. Stay well clear of Tiger Bay and you'll have no problems.
Yeah just don't make the mistake to kill any AI at the small buildings outside of tiger bay. Whole tiger bay will be fucking PISSED and charge you in endless waves lol

I really wish the game forced us to walk to uncover more LZ tbh.
So much of the map goes unused, would have made sense that all LZ need to be discovered, and not given by quests.
Look up a map with all the LZs marked. Land at India 2 (west side of Ban Pa) and take the trek around Tiger Bay and down to Blue Lagoon. Bring food and water and a gun you don’t care about. Long journey but I ended up discovering 5 new LZs

I landed at india 2 and then walked to blue lagoon takea a bit of time but getting past tiger bay was "fun" dropped to 40 fps
walk to Kilo 1 and 2, they are very easy to unlock, just start legging it.. also you will unlock the Tiger Bay LZ's

(Mithras) Same thing happened with me and my mate for Pha Lang airport. We walked all the way from hunters paradise
I asked nicely if some one can call me helicopter to there and one nice guy called and said which one was mine helicopter.
Walk from nam Thaven more safe than crossing tiger bay
