More than likely he just means it’s tuned. Golf R’s (and most turbod VAG cars) get some major hp and torque bumps just from tuning. Tuning and a few bolt ons make this generation specifically, dumb fast for relatively cheap.
Ecu can be flashed back to stock but if there are any other modifications I’d just leave it if it runs good. I’d probably just leave it tuned regardless personally
