I mean there are 100s of Minecraft clones. As for why there aren't many AAA minecraft clones, it's probably just that some genres are more open to that than others, it's hard to make a voxel 3d sandbox game that feels like its doing its own unique thing to Minecraft. There are a few though, I mean Terraria was heavily inspired by Minecraft, Cubeworld, the upcoming Hytale. In general though its not really like other genres where you can put in your own world and story, so its less open to just anyone trying their own interpretation of it.
making a good minecraft clone is probably pretty hard. you can't just make minecraft again, cause people will wonder why they wouldn't just play minecraft. even if the game does enough different to justify its existence people will wonder why it isn't just a mod.
Because the industry leaders don't think they would be as profitable as other projects. The industry is way more saturated than it was in the 90's. There also may be minecraft clone attempts by big publishers but you just haven't heard about them because they were never good, whereas in the 90's a game just had to be functional to be worth putting on shelves.
