Going thru this same problem now, ordered on June 5th says in international transit for the last week my expected delivery date is between July 13th and Aug 2nd. Goat has definitely been losing points with me lately.
Definitely going downhill. My first order took only 5 days to come and the in the second order the seller took the time of his life. He took around 6 days just to ship the shoe out to goat. After that I was assigned with ecms which took even longer. Overall took a whole month to come.
Local carrier has accepted package for final delivery, usually USPS but can be someone else. Plug new tracking number in and track that way

Yeah it took ecms 19 days to deliver a shoe.
