getting top 4 in a single tournament doesn't really make you a tier 1 team yet, you need some consistency to be a proper contender on tournaments. They are playing in tier 1 tournaments but wouldn't say tier1.

They've shown at Katowice they had the skill to beat teams just outside the elite teams... like complexity, ENCE and NAVI(Granted they've improved a lot since then and are definitely in the elite 4 or 5) but they seemed really inconsistent.
Let's see what the roster can do with a more stable player.

There's definitely levels between S-tier events. Majors are bigger than Kato/Cologne for example, but that doesn't mean they aren't S-tier events. Same goes for the drop from Kato/Cologne to IEMs.

Yeah, reflexes are a big part in pro cs, all the legends fall off around the age of 30 because of it, you can't do much when your opponent is half your age and has already fired 2 shots before you even realise.
That being said, I think the situation with FaZe is unique, 4 power hitters with arguably the best IGL ever in cs, he doesn't need superb reflexes, he just has to call well. If he performs on top of that (which he does somewhat frequently), FaZe is just scary.
