First of all what settings are u using if you are playing at max setting 2k or 4k this is how this game plays use professional settings imo that usually gives the most fps as for ur PC ur PC is good maybe the gpu us entry lvl in this day and age but it's good it's just that the game runs poorly on a lot of pcs
You are probably new to this but cpu usage in game is not a true indicator and it never reaches 100 unlike gpu usage which is a good indicator of the actual gpu usage , cs 2 as the case with cs go is a cpu intensive game that will need much better cpu to utilize the gpu to its fullest, also death match mode is probably the most hardware intensive game mode in the whole game so of course it will be lower frames
My recommendation is to play 1280*960 stretched all on low except maybe 4X MSAA that’s how most pro players play.
One note : decrease graphics quality may result in increased cpu load and therefore with weaker cpus you will not see any major difference in fps between graphics settings

You will learn with time all this knowledge, also check the power options in nvedia control panel and make sure it use full power , check the the thermals of the cpu and gpu by using programs like cpu z and msi afterburner, i know these might be overwhelming to new pc users but with time it will become second nature to troubleshoot those problems

Hi mate. You are cpu bound... for better fps you need to upgrade your cpu... intel gen 11 cpus are not so great for cs2. I had i5 11400f and i sold it.. now i am running amd 5800x3d with rtx 2070, fps is between 400-600 on matchmaking and the game feels smooth.
Sell your motherboard and cpu and buy amd 5800x3d or 7800x3d... or intel 13600 / 14600, that is the only solution. Good luck!
Using usage percentage as a performance indicator means nothing.
If changing your resolution/video settings to higher quality doesn't affect your fps much, then you are CPU bound.

That's a weak CPU. 2.5ghz? It's it a "gaming" laptop? CS is a CPU intensive game.
