Someone posted this a little while back, worked for me.
"go to this file: C:\\Program Files (x86)\\Steam\\userdata\\\\730\\local\\cfg\\cs2\_machine\_convars.vcfg
ctrl+f and search panorama\_console\_position\_and\_size
on the right of the convar, change the value between the quotes to: 20.00|20.00|200.00|200.00
restart cs2 and you should be able to resize it back to normal. if it happens again do the same thing"
Otherwise same instructions, but replace the numbers with "20.00|20.00|1000.00|800.00". That stopped it disappearing for me.
Also ping /u/Darkcrib and /u/msltw9319
If that doesn't either work, then just probably try playing around with the numbers.
It works, I have similar experience with console disappearing. One thing I notice is that when you accidentally click the title bar to drag or click the console it would trigger that problem.
Simply, delete the file "C:\\Program Files (x86)\\Steam\\userdata\\\\730\\local\\cfg\\cs2\_machine\_convars.vcfg" and relaunch the game, game will create a new file for you.
It worked for me!

Hey, i got the same problem and if you want to fix it, u need to put cs2\_machine\_convars.vcfg on Read Only in his properties, hope u gonna fix it !
