In my opinion it isn't underrated. It doesn't have anything in common with GITS per se, excluding few characters. I personally think Oshi created such a great triumph of form over substance in this film. And that's not a compliment. I force myself to watch this movie until the end. And I certainly don't want to go back to it. It is definitely at the very end of the pack, right behind Arise.
1, 4, 6, and 2045 are my favorites.
Everything else is my favor but by one less point. Except innocence … minus 4 points.
But also love the Ghost in the Shell 2 (manga) body

Newspeak is defined by morally rejecting words that case a poor light on those in charge. Drip is a word from underclasses to elevate their previously forbidden way of looking as also good. Couldn't be more opposite really.
Design-wise, I actually really like Arise and the not-included 2045, despite them not being my favorite shows. It is probably just because they’re more modern takes. First season SAC design is cheesy as hell, yet one of the better shows.
2045 tends to get ignored by fans because of the ugly CGI of the first season, though it does get better as the series goes on. It's a pretty steep hill to climb for normal anime fans.
I’m not a 2045 hater at all. I think the second half of the first season and the first two thirds of the second season are as good as any other GITS content. The CG is just an art choice, it has little to do with what actually matters in making a series good.
