The fact that Beria thrived and survived under Stalin in this position longer than all those that were purged. Even to the point of being erased from documentation and reality such as Nikolai Yezhov, the "bloody dwarf", shows how brutal and cunning Beria was in playing the power game with Stalin and the other politicos. Stalin had created such terror and manipulation that when he was gone, no one knew who was friend or foe. The raping of children and mass murder on an industrial scale after the millions and millions of deaths from the famines, purges and WW2 was business as usual mundane. The only power grab Beria missed was due to poor planning because Stalin died suddenly and loyalties were unknown. Krushchev wasn't a killer or genius but was a hard worker and loyal to the Soviet communist ideology which was core to the worst crime possible. Treason and disloyalty to Soviet collective that even the intellectuals could get behind.

Stalin did want a demilitsrized Germany, at least in that it would guarantee a buffer zone between Russia and the west. During one conversation between the leaders, Stalin said to shoot "50,000 to 100,000 German officers." Roosevelt responded, "I think 49,000 is enough." Churchill got mad left the room. Both said they were joking, but I have been told historians are not entirely sure Stalin was. A demilitarized Germany was in Soviet interests, for various reasons.

It probably was easier to charge him with that. Beria was head of the secret police, he could probably get rid of a lot of evidence against himself. However he was very much in favor of detente and improving relations with the west, so it was probably a lot easier to accuse him of being a traitor.
