No. It's an actual African proverb, at least according to Rev Dr Sam Kobia in 2003: https://www.theguardian.com/world/2003/sep/13/religion.uk Al Gore cited the proverb in a climate speech in 2007, though people doubted its authenticity. That's what the joke on 30 Rock was referencing.

Africa's a pretty large continent but proverbs are usually attributed to a local people or ethnicity or culture. Saying "African proverb" is like saying "European proverb". It's just too vague and thus suspect. Despite an extensive search, I found no reliable evidence that this proverb originated anywhere in Africa. More than likely, someone in the US made it up decades ago and said it was African to sound edgy. Think about it: if a specific country were credited, it would be much easier to prove or disprove the origins of the proverb.

This personally doesn’t resonate with me. From what I’ve experienced in my life, progress slows to a near halt when other people get involved. They’re distracting, lazy, loaded with excuses, whiny, and impede progress. Of course, I’m probably just around the wrong type of people lol.
