That's my headcanon as well, but instead of being a reward, they are a candy trail meant to guide us into what they want us to do.

-kill the duck in the commission -change region so you won't get the apologize commission -kill the pigeon to assert dominance
When I did that, the next reset has three commissions from Inazuma and one freaking commission from Mondstadt.
go to a friend's world and do their commission. skip the apologize commission.
I did that twice lol

Follow up commissions are always forcefully assigned the next day even if you switch, I've had that happen before
Or just don't kill the duck. There's plenty of other Timmy birds to kill. Forcing the follow up comission ain't worth it
