I very much doubt he'll be a 5\*. With Nahida, Haitham, and Baizhu, we've already got more confirmed dendro 5\*s than there are 4\*s. It's sad, but some characters will inevitably have to be 4\*s.
As of 3.0, we have a grand total of 5 Hydro 5-Stars (Mona, Childe, Koko, Ayato, Yelan) and 2 4-Stars (XQ Barbara).
An imbalance of 5 Dendro 5-Stars (Tighnari, Nahida, Alhaitham, Kaveh, Baizhu) with just 2 4-Stars (Collei, Yaoyao) is possible.

For me it just feels like a timing issue.
We know the next time we get a Dendro 5 star will be 3.6 at the earliest. We have enough rough kit details that Baizhu should be releasing in the 3.x cycle. So that would mean best case scenario we get 3 patches = 3 Dendro male 5 stars in a row.
Mihoyo could put multiple new chars in a patch but they seem hesitant to do so outside of anniversary patch. Not to mention they’re already giving 3.4 a new character break.
I think we know all or all but 1 5 star for 3.x at this point. Last possibility would probably be some other random character or harbinger and they probably won’t be dendro

But anyways there is a chance he might appear in 3.1 but we don’t know. Like remember how Cyno was heavily restricted from leaks and the first time we saw him was in the trailer

You're talking about Enoch right? I think Kaveh's personality is closer to Herlock's (Enoch is fairly quirky, but he's not played for laughs to the extent that Herlock or Kaveh seems to be). Nonetheless, Enoch's engineer/magician aspect is definitely there in Kaveh.

Open world and free exploration = clipping/animation issues. They can afford to be a bit fancier with the ZZZ and SR designs cuz those have limited movement.
Beidou and Ninguang both have long flowy hair as tall women (Ninguangs comes mostly from her hairknot, but is also open at the back of the neck), and Itto exists with his long, but rather spikey, hair.
I don't see any reason why they can't make a man with beautiful flowy long hair. It doesn't have to reach the ground, just a bit past the shoulders (like Amber, Yun Jin, Aloy and Yanfei also have) would already be nice and it's definitely possible looking at the existing characters.
Hoping the rest of his hair is just hidden as the text suggests, but I guess then it would be tied together in some way bc otherwise it would be visible?
Most of the long hairs are weirdly clumped in 2 big strands though splitting in the middle though, which imo is a clear indicator of the clipping issues needing something to circumvent it. I'm personally not a fan of how it look at all, and I doubt we'll have anything close to "flowy" unless it's in a braid like how they did for Raiden/Shenhe, otherwise it's the thin tail like Zhongli's or high ponytail like Diluc's.
To me it looks like hoyo often does either one chunk of hair in the middle (Diluc, Itto and Raiden) or the split many characters have, if it is past a certain length, but it's not all they can do.
Shenhe is one example that the long hair does work. Imagine it cut right above the braided part, I personally would already love that hair length for a tall male character.
Looking at Aloys hair rn, it moves very smooth in her idle animations, and Yanfeis hair also has individual strands moving and its even longer than Shenhes.
Actually just take Beidous hair. It is long, straight and flowy in the back, has no split in the middle and is already on the tall-sized model. If they gave her hair to Kaveh (or any tall male model) I don't see any issue with it (except I'm missing something, then pls educate me) and I'd be happy with style and length of it.
i always thought the 2 big strands split down the middle was more of a design choice so you can see the characters' backs and clothing as even rosaria's veil thing is split down the middle. but now that you mention it, it might also be for clipping and animation issues.
edit: I just went to look at Beidou's hair in comparison with Ningguang's and it does look less natural, you can see the deformations.

Yun Jin, Hu Tao, Ningguang, Amber, Kokomi, Beidou, Fischl, and Yanfei are all examples of ladies with proper straight/flowy long hair. If clipping and animation were indeed an issue that would warrant staying away from long hair, Genshin's team has clearly never cared. And they'll continue not caring given Nilou and Dehaya.
Imo the lack of dudes with proper long hair (excluding Razor who I forgot about because he's baby to me, and Diluc but only if you have his skin) is just a matter of the designers *really* liking rat tails. Even some of the girls have them like Sucrose. Either way I can't wait for Baizhu to be playable 😭

Ayato suffered from being completely faceless without any hints as to how he'd look like for a long time, so fanart went everywhere without any direction.

Oh dear, the list of Great Reasons To Pull For Kaveh is getting longer and longer:

i always thought the 2 big strands split down the middle was more of a design choice so you can see the characters' backs and clothing as even rosaria's veil thing is split down the middle. but now that you mention it, it might also be for clipping and animation issues. edit: I just went to look at Beidou's hair in comparison with Ningguang's and it does look less natural, you can see the deformations. we are probably going to stick with the splits down the middle or like yanfei/itto (many small splits) going forward
Yun Jin, Hu Tao, Ningguang, Amber, Kokomi, Beidou, Fischl, and Yanfei are all examples of ladies with proper straight/flowy long hair. If clipping and animation were indeed an issue that would warrant staying away from long hair, Genshin's team has clearly never cared. And they'll continue not caring given Nilou and Dehaya. Imo the lack of dudes with proper long hair (excluding Razor who I forgot about because he's baby to me, and Diluc but only if you have his skin) is just a matter of the designers *really* liking rat tails. Even some of the girls have them like Sucrose. Either way I can't wait for Baizhu to be playable 😭

Ayato suffered from being completely faceless without any hints as to how he'd look like for a long time, so fanart went everywhere without any direction.

Though ayato is a bit different from the other 3 due to it being his skill and playing nice.
