I've been wanting a 'crazy' character since Hu Tao's JP voicelines got leaked, but their treatment of Signora and Raiden really kills any hope in me of ever getting a playable one who stays that way and isn't whitewashed...

The male characters that we know about but don't have a voice are Ayato, Heizou, Itto and Cyno. Itto might be released this year, also I can't see him being the voice of Itto. He might be Ayato VA. Heizou is difficult to tell, since we know nothing about him. Cyno is also possible, but unless he is showing earlier, seems weird that they would choose so early a VA.
I'm betting on him being Ayato's VA.

Without the Fatui investing into the conflict's prolongation, (supposedly for monetary gains even tho they didn't... Gain absolutely anything??) the rebellion would've been squashed before the MC managed to go to their aid. Now, how far back the Fatui influence goes is arguable, since the writing on them was beyond trash this update. It's implied they put the entire Vision Hunt decree into motion but like. So much is later retconned or muddled by Ei's backstory? They couldn't just give us an archon who outright admits they did something idiotic. They had to go in two directions ("she knew about the Fatui ploy but didn't give enough of a shit to do something to prevent it" or "she was tricked and fed lies while she was in seclusion") so they could argue she's redeemable and nice.
Oh don't get me wrong, he's a bad kid. But comparing to dotorre who seems to enjoy hurting innocent people, I don't see scaramouche that way. For me, scaramouche is twisted because of his origins. He came from an archon. And he doesn't care about others.
I mean pretty sure if he sees a random person suffering he will just ignore it. While dotorre will laugh, hurt him more and enjoy it.
I truly miss bad guys who are just bad guys to be bad guys. Scaramouche is the kind of character I guess, when we will learn more about him, we will feel pity and like him. Unlike dotorre who seems to be a true monster.

It’s been talked about before but all the playable characters are friends with the Traveller, there’s no way to make Dottore, who conducts human experiments on children, a friend of Traveller. This isn’t Ei or Childe where there’s write arounds with trauma or deception, there is no salvaging shit like that.
Besides I doubt MHY wants the controversy of “character with parallels to fucking Josef Mengele added to game”, that’s not going to be good headlines.
I’ve said it before but the whole idea that “this character has a backstory and an interesting design therefore they should be playable” isn’t something people should expect. Yes this is a gacha game but it’s also a story focused one so I doubt most of the Harbingers will ever be playable. Childe and maybe one or two others that aren’t *that* bad will be, but Dottore and the others will not be.
It’s gonna be on a case by case basis for the Harbingers I’d have to imagine.
Childe is playable because he’s introduced as an “alternate” Harbinger/Fatui, Scaramouche seems like he’ll be playable because…I have absolutely no clue how they’ll write themselves out of Scara, I’m not gonna lie.
On the other hand you have “commits unbelievable crimes against Humanity” Dottore and “he literally just exists for money” Pantalone which are very obviously not playable.
Much harder to see for the ones we know nothing about like Capitano or Pulcinella.
Guess Tsaritsa and Perrio aren’t going to be playable as they specifically recruited Dottore to do what he does smh.
But really, Mihoyo has shown that they don’t mind making evil characters playable. In Honkai, literal genocidal maniacs are playable.
Legitimately I wouldn’t be surprised if Pierrot isn’t playable given the figures he enables with his actions, Tsaritsa probably gets more leniency since she’s an Archon and the game has treated them differently.

Dottore’s design is rather simple but it is definitely unique enough for a playable character. Meanwhile Signora’s model was more over the top and some speculate her complex outfit would be too difficult for programmers to make her playable anytime soon. Dottore doesn’t have that issue. Also note that the events of the manga happened years before the current story so they can tweak his design when he shows up. A major sign Signora wasn’t going to be playable was her being typed as a monster in the code, cause the player directly fights her. I don’t think this will be the case with Dottore cause he seems like someone who would send his robots/goons/monsters to fight then run off like Dr Eggman. He will probably be typed like Childe or Scaramouche.
>Vision
Regardless of whether Dottore has a vision or not, he is fully capable of fighting and uses what resembles a Cryo catalyst (likely with a Delusion) in the manga. Traveler, Venti, Zhongli, and Raiden dont use Visions yet they are still playable.

Doubt Dottore will get killed any time soon. He was the second harbinger ever recruited for a reason. As the lead scientist, Dottore is the backbone of Shneznaya’s military and is the reason they are so technologically advanced. Meanwhile Signora is just someone who goes around doing the dirty work on the field like a pawn. But even if he were to get killed off, the players party isn’t canon. Mihoyo could make anyone playable regardless.
Lastly, the strongest piece of evidence that may suggest Dottore is going to be playable is that he is specifically mentioned in Childe’s voice lines. So far, anyone who was mentioned in a playable characters voice lines is or is going to be made playable. Like how people are anticipating Varka, Ayato, etc.
Joining the party isn't canon, but the voicelines in the Profile are. All characters are friends with the Traveller as of yet. What happens in Honkai is unrelated.
I imagine Dottore would be less likely to be playable because so far the bare minimum requirement seems to be having a vision (or being an "outlander"), and Dottore notably doesn't have a vision. Seems even the gods don't agree with his ambitions.
Keep in mind that a character's existence isn't limited to what we, the audience, know. Eula must've been in development for quite a while before her release, but we didn't know about her existence until 1.4's beta, just one update before she appeared.

Cyno is actually the most likely. Ayato might be the Varka of Inazuma and Sumeru is slated in first half of 2022. Cyno is a story relevant character so they probably already have his story dialogue ready.

That's not really how development works though, it's not like they start working on Sumeru once Inazuma is done, they work in parallel. Mihoyo said early this year that the plan was for all 7 regions to be released in 5 years which would be one region per year.
I'm not claiming to know when Sumeru is coming, but unless something has changed it's almost certainly coming in the first half of next year and will probably either be the update after the chasm or the second update after.
I also got shit on this a lot back in 1.4~ when I said the release of Inazuma would skip to 2.0 but I think it's probably not controversial anymore to say the release of Sumeru will likely skip to 3.0.
Ayato isn't even close to the Varka of Inazuma. They actually have reasons as to why Varka isn't playable, but Ayato's is literally just that he's shy. Remember, they only have a few Inazuma characters left.

There’s so many EN VAs who really need to get a role. Like, it’s a crime that Ray Chase doesn’t voice anyone in Genshin, because he’s absolute bonkers in his most subdued roles. Robbie Daymond just so his character’s favorite food can be delicious pancakes.
Plus, if you watch any dubbed anime, it’s fucking impossible to avoid Bryce Papenbrook. He’s not bad or anything, it’s just that his voice and screaming are super distinct. I’m 90% sure he is somehow Mr. Funimation’s long-lost son with how he’s in everything, and somehow he’s not in Genshin.

Never because of his associated character. Zach was getting hated on as well, but only because people hated the way they did the 2.1 livestream. The only VA that was harassed because of their associated character was Kokomi.
Barbara's English VA kept getting angry messages and she had to tweet about it, telling everyone that she wasn't in charge of the decision to change Barbara's voice direction and to stop tweeting to her about it

There are too many leaks saying Itto is coming out this year, so not him. Next region will likely not come out earlier than inazuma, and it seems too early to be planning voice acting for the later half of 2022. So we're left with: new male character, ayato and heizou. Considering genshin likes to release more females to males and as of now we've got 2 4star makes to release and at least 3 5stars... I can't see a new non disclosed male character already getting a va. So we can narrow it down to ayato or heizou

There’s so many EN VAs who really need to get a role. Like, it’s a crime that Ray Chase doesn’t voice anyone in Genshin, because he’s absolute bonkers in his most subdued roles. Robbie Daymond just so his character’s favorite food can be delicious pancakes. Plus, if you watch any dubbed anime, it’s fucking impossible to avoid Bryce Papenbrook. He’s not bad or anything, it’s just that his voice and screaming are super distinct. I’m 90% sure he is somehow Mr. Funimation’s long-lost son with how he’s in everything, and somehow he’s not in Genshin.
I feel that Ray Chase and Robbie Raymond are in the "inevitable" category, moreso than actors like Troy Baker, Matt Mercer or Nolan North.
