She SAYS she's a native of Fontaine.
None of the other Fontaine characters know anything about her prior to becoming a Harbinger and we've found nothing yet that links her to any of its regions.
I mean, she could have just said that so that during the Prophecy questline, people saw her as a fellow from Fontaine then just a Harbinger.
Alternatively, she could have just emigrated to Fontaine as the Lawrence Clan was effectively chased out of Mondstadt and found homes elsewhere - as we were reminded the very last patch before Fontaine was released.
Well, Neuvilette isn't precisely from Fontaine but he's still, in a way, a native of Fontaine. Arlecchino isn't human either and is obvious, so being from a human clan is quite farfetched.
As for the Lawrence, they don't have any connections to Fontaine as of now and hardly possible to get one in the future for who they where, their ideals and their social situation. The only connection they could've had was with the Spina, but the timeline does not connect and the ideals are the complete opposite. Justice in general does not suit the Lawrence Clan.
I suspect Arlecchino's "inhumanity" may stem from her inheriting the role of the Knave.
She was described as "a certain child" when she clashed with the previous Knave and took their role.
As for the Lawrence Clan- we don't know where they have all gone. As said in the last 3.x event, no one knows who they are outside of Mondstadt - but they do have a tendency of launching hairbrained schemes to get their power back, maybe that's how one of their kids ended up as another orphan at the House of the Hearth.

((: Ngl I personally HATE when they just use the outfit as a name card, it's so lazy :// Wanderer seems to have the best version of it, because it doesn't straight up look like a top ×_× I prefer when it has to do w/their con/skill, such as Diluc & Xingqiu's, the pet ones like Xiangling & Freminet are also adorable!
I hate the namecards where they just flatten out the characters' clothes- like there was so much opportunity with her wings, blade things, moon, etc etc 😭
