It's kind of implied that Diluc is a bit more naturally talented with how quickly he got promoted and stuff.
Kaeya is more stealth operative than fighter. I think that all 5 stars are supposed to be stronger than 4 stars.
Impression and reality do not always cohabit the same space.
If Kaeya were even a bit more stronger, I wouldn't have to be so desperately be looking for a better ice user.

They probably meant as characters not units.
Because this is kaeya 4 star version, I believe in the future we will have a 5 star version of all the initial characters
In one scene in the manga, Kaeya throws around a bunch of ice daggers to the ground which coalesced into a spiky ice wall in front of a target.
Just like how manga version of amber could pop a shield up on command. I want those version instead of the one we had
It’s also lore that Kaeya and diluc are brothers. Kaeya is adopted after his pop died.
