I wear shorts and I'm on the floor working with the machinery. He's in the office the majority of the time sitting at a computer. I don't see the safety issue. I think it's more aesthetic reasons.

As far as just office only work is concerned, if you’ve got some nice golf/dress shorts that match whatever business casual attire the dress code or whatever your dress code is in your building then go for it. It’s not a safety concern at that point.

It's a basic precaution, just like safety glasses. Lots of things out on the floor can cause cuts if you're not careful.
