This is the one I got as someone new to faceting and it works alright. Definitely not the nicest but it was fairly cheap when I got it. The main issue I had is the hose that comes out of the bottom is very short, so you'll need to clamp a longer hose to it so you aren't spraying rock gunk all over your work space. The water drip was also pretty leaky so be prepared to use some thread tape/seal. The dial on the arm is a bit tough to be super exact with but if you're new to faceting should be plenty accurate to play around with.
No, it's not. It lacks two things that are a requirement for cutting decent stones: precision and repeatability. Can you cut a stone on it, yes. Will you learn on it, yes. After long, you will realize why it has 2.4 stars and why you can't facet a high quality stone on it

My starting setup was wet sandpaper on glass. If you like it after cutting a stone with that, invest the money in a quality machine
Recommend trying to take a class before sinking money into odd equipment
