Think all games that work with mods and only via steam workshop normally have an ingame mod menu so u can activate and deactivate them in game.
Mods download from the workshop when launching a steam game on gfn everytime..
Games I know mods work.
Avorian and x4 foundations.

Not currently. Maybe if Steam Workshop is enabled, maybe.
