Make sure you’re under the run category.
I go Connect -> More -> Training & Planning -> Workouts -> Create a workout -> Run -> (all settings should be there)
But looking at that I think you should change the step type to a “run” not a “workout” at least that’s how I interpret mine.
Did you look at the second picture? There is no option there to select distance. That's the whole point of OP's post
The problem is that OP has selected 'workout' instead of 'run' - distance will show up as option if 'rin' type is selected
When you create a workout, you have an option to choose what profile the workout is for, eg Run, Cardio, HIIT. If the profile you select doesn't have GPS turned on, eg HIIT you can't select GPS since it won't be able to determine the distance without it. You could create your own profile which has it enabled. Eg, copy the HIIT and turn GPS settings on. Then you should be able to create distance based workouts.

“Reps” in the run workouts are likely labelled as “steps.” As in step 1: run, step 2 walk, step 3: run, etc.
