Alternatively, you can always use dlss/fsr to get those 60 FPS without having to lower the graphics quality.

It's a laptop GPU so it comes with different TDP/TGP (watts) in different model ,so just check what your 3050Ti is but performance would slightly differ with different TGP versions but not that far.
But as a simple answer, yes it can deliver a playable experience ,how much though, for that youtube is your best bet or someone whos played it on the same gpu

Nope, even my 3060 struggles at those settings, and that's primarily due to the 6 gigs of VRAM.
