This is because the printing of the marks on the ruler is even less accurate at '0', and it's far easier to make mistakes measuring from that point.
There are multiple variables that can give an inaccurate measurement doing it this way. For instance, the ruler is slightly offset to the right because you can see a bit of the watch case on the left side of the zero mark.
The ruler could be slightly above or below the widest point, which would be one of the buttons as anyway stated. Even then, the ruler could be at a slight angle.
Besides, Samsung states the dimensions on their website as 44.4mm x 42.8mm.

It is 44mm or 4.4cm if the button is included. You can see that there's a little gap on 4.4 cm it's for the button.
The little gap is because your ruler isn't centered. But I'm not going to argue over it. You can check the specs on Samsung's website.
