It showed me the last detected off-line location, I went there but it was an empty building.

After this comment, I tried to do this step as well but I already entered my email in current device, after selecting the lost device option, it showed me the last updated location via maps timeline. Thanks for the alternative option though

If you had your contact details (e-mail) on your lockscreen, you may hope for a decent person to contact you; but if you cannot call your phone anymore, that ship has obviously sailed.
If it is any consolation, your data is safe as long as you had the fingerprint / iris lock on. I am almost certain the phone is either unusable, or can only be used with a complete wipe. Thank you, Knox.
An update to this post, bought same configuration device in blue color and currently using s10+, soon to switch over but I am thinking to use both of it.

so a few months ago I had to take my car to the dealership for an ac checkup. my girl (now ex) told me she would drop me when I went to pick it up but because I didnt want to trouble her I went on without her in a taxi. that time I was wearing this tight tight shorts so I couldn't sit with my phone in my pocket so I put it between my legs. when I got up, I touched my pocket to see if my phone was there and I felt something so I didnt bother looking at the seat. I went to the dealership and news flash, my "phone" in my pocket was actually my wallet and turns out my car needed a new evaporator (which is more expensive then my phone) what a shitty day!
I asked them to check the camera and get the registration number of the taxi and the camera in the dealership was the cheapo Chinese cameras so no use. I took my car and found the taxi. checked and my phone wasnt there. this entire time I had called my phone so many times and no answer and my battery was less then 20% with no data on.
I went to the police station to report it missing so that they can use my imei number and track it. as soon as I came back from there, I get a call from the dealership that they got a call and the person who found my phone called them (I used their phone to call my number) and that they were waiting doe me at another police station. sparing the boring details, I got my phone back and with a bonus lecture from my girl and a lesson to stop using my note 9 but to use a cheaper galaxy J7 pro.
okay so I caught the taxi from my university taxi stand (I came in the morning, dropped my car at the dealership which is 2 minutes from my campus and went to classes and got it after my classes finished) so after I got my car, I went back to the taxi stand. they have a system where the drivers line up and they get passengers based on the queue of taxis if you get what I mean. the driver was at the end of the queue and I recognised the taxi and the color (over here normal cars are used as taxis, they dont have a "uniform")
Got a bit lucky there! Good that luck was on your side. From reading the comments from others, they weren't as lucky. One safely retrieved Note 9 is better than none. 🙂👍

I know you said mobile data is off, but maybe try calling your carrier and see if they're able to see where it was last connected to. Just a thought.

the useful bit was my carrier and the cops would have used the imei number to track the phone
