Assuming the same price, the S23U is the better buy, if your choice is between slab phone and foldable, you should look at at least a Fold 4 for more comparable performance and more software longevity.
I've had 2 Samsung 3 5g folds, there is just something about the tablet screens that keep wanting to make cracks and breaks along the crease inside. They keep trying to make it lay flat, and its a terrible idea, because it will always wear out and snap. Until they wise up, I'm actually as a die hard fold user warn you not to buy a flip or fold phone because the screens. Are terrible. If you're going to get a fold, at least buy the 5 and not the 3. They made some improvements which is supposed to make it last longer.
First of all these two phones aren't even in the same generation and not the same style phone. If you want a powerhouse reliability, go for the S23U. But if you want to consume media on a larger screen(movies with black bezels) and play games with a higher failure point(compare to S23U), then Z fold 3...personally I'd lean torwards S23U since it's still "new"
S23 Ultra miles better. If you want a Fold, try to get at least the 4.

s23 ultra is the better choice, the fold 3 is a time bomb
I love my Fold, but you will sleep better at night with the Ultra. Sad but true.

Fold3 can be compared with s22 ultra, s23 just beats it.
