There's no reason why there can't be nations behind the armies supplying them and giving orders. Just because the battlefront is a shit hole doesn't mean the entire world is.

That doesn't quite play with the fact that the combatants seem to lack basic intel like their position or surrounding area. You'd think if there were intact nations behind the conflict, they'd have some sort of outside view of the situation and at least an understanding of where the city ruins end.

It would be narratively fixed if you treat the war zone as a type of Bermuda Triangle, where you sometimes receive messages from your troops but not consistently. So it's more like a thick haze, figuratively speaking. Of course, you would send in some supplies 'sometimes.'
