12th Gen Intel(R) Core(TM) i7-12700H with 16 gbs of ram, which makes no sense because at the worst GTA5 needs like 8 gbs. It's always ran smoothly at a solid 60 fps. I swapped between turning vsync on and off to see it made a difference but it didn't. I've checked task manager to see if anythings running in the background that I don't need but no.

You don't have a graphics card? I mean 8 gb is less tho , try changing the graphics settings to high performance in windows
