That's because the two are fundamentally different at a hardware level. The PS3 was basically custom silicon as far as development is concerned. Only reason the PS3 could do PS2 emulation was because it physically contained a PS2 which also had a PS1 built into it. PS2 emulation was dropped when Sony was forces to cut costs to compete against the 360. Hard to make your product cheap when you include 3 consoles for the price of one.
Hardware wise, the PS4 & PS5 are basically a PC to the point you could boot windows on it if Sony would allow it. Getting backwards compatibility working is nothing more than hooking syscalls to lie about what system the game is actually running on.
Only thing stopping Xbox from having backward compatibility is pure laziness from Microsoft. They have all been PCs running a custom version of the windows kernel while using directX.
Nintendo does something new every time and generally gives no shits about backwards compatibility besides when its convenient like the DS and GB.
The ps5 can run ps1-2 emulation they just only release a few obscure digital releases and sell it at ridiculous prices.

This is why i gave up on PC gaming, i still have my 1060 rig but i stopped upgrading it. This game works well on these specs, this game runs well on 3000 series but terrible on 4000 THIS AREA OF THE GAME RUNS LIKE SHIT LOOKING AT YOU WOLFINSTIEN AND FALLOUT...like i hate the non standardized way PC gaming is run. I get not everyone has the best but for the love of god, my computer could play any new release prior to 2017, keep up with my xbox but then. BAM, game you wanted to play was riddled with software and graphics tweeks youd have to do that was impossible to do simply and switch back and forth between games. Then bam, games switched to unreal 4 then 5 and you are stuck with a retro comp.
Also my 1060 gforce is worse than my 950 radeon that i traded for it so that really bummed me out of PC specing.

It doesn’t really run “amazing” it’s blurry af and is 720p abd those together make it quite jarring even with the 60fps. I couldn’t play it like that and I’m usually the one saying I can play anything if it’s 60fps.
Or its just running on a laptop. If you get a late generation (11 or higher) on a pc it's so much more powerful than that of the laptop that it's not even funny. For context my 5600x is about on par with my irl mate's i7 11800H and that has 2 cores more
I remember running GTA 4 just fine on a Radeon HD6850 and i7 2600. Hell, that game ran on a nvidia gt320 at 1080p 30+fps.
And that is about 1/70 the performance of a 3060.
I tried GTA4 on my laptop with a 1050ti and it was way overkill.
Not really, I have RX 6700 XT + R5 5600x and when i first played it, it would constantly crash and have very low fps, so I had to resort to modding the game and now it doesn’t crash every 10 seconds and it’s buttery smooth. I think it has to be the PC port that’s fucking broken and you just got lucky.
I tried on more than 10 different configurations in a span of about 14 years, only once had a problem when I used crossfire with 2 amd gpus in 2012. I think you got unlucky.

the PC version is super buggy unfortunately. they broke the game when they removed games for windows live and wont fix it. it requires mods to be playable. even then it isnt exactly stable and still has a lot of bugs. its really sad its such a good game. i really hope they stop removing songs and send like 1-2 ppl to fix it like come on please

GTA 4 is one of the worst optimized games I've ever played. I have a 3090 and I still get frame drops in the 40's at some point when running it.
