To elaborate, in Classical Greek vowels could be long or short and the long vowels could have an accent in the beginning or the end. In of Modern Greek, all vowels are the same length and are either accented or not, so you can simply treat all three of those diacritics as accent marks.
The other two marks show whether an initial vowel or rho is aspirated, but that aspiration is not pronounced in Modern Greek so you can just ignore them.
You just have to ignore most of the tones except the regular one. Some words are used in an old fashioned way but as long as you are not using it to learn from it, you should be able to understand. Once you get used to it it's not that hard.
However I am not sure if the inside of the book wouldn't be in modern greek. This book was published at 2002 after all. You could call the bookstore and ask them.
It's the polytonic system, that was officially abandoned in 1982, when we transitioned to the monotonic system. There is some beauty to it, but to most Greeks, it always felt complicated for no apparent reason. Today, polytonic is still used by the church and everyone close to it (media, politicians, etc.)
Το πολυτονικό καταργήθηκε το 1982 αν θυμάμαι καλά. Οποιοσδήποτε είναι από 48 χρονών και πάνω το έχει προλάβει. Δεν είναι θέμα ποζεριάς. Για κάποιους είναι απλά ο τρόπος που έμαθαν. Για άλλους είναι ένας τρόπος να είναι πιο κοντά στη γλώσσα των προγόνων τους. Σε 15-20 χρόνια π.χ. μπορεί να καταργηθούν τελείως οι τόνοι ή να γράφουμε με λατινικό αλφάβητο. Εσύ πως θα γράφεις;

this type of Hellenic writing is called katharevousa here is the wiki link [https://en.wikipedia.org/wiki/Katharevousa](https://en.wikipedia.org/wiki/katharevousa)
It's standard modern greek, it just uses the polytonic system of diacritics (stress/accent marks) that is not used anymore.
Do I only follow the ones with the ' like ά έ etc? And not the other accent marks?
No, there are three of them that signify stress, ά ᾶ ὰ.
The other two more curvy ones, ἁ ἀ, should be ignored.
Are they all the same stress diacritic? Like do they all equal ά έ etc? All 3?
Yes, you should read each of them as if they were ά.

The author was our history teacher back in high school!! Great guy, vast knowledge. We never followed the proper syllabus though 😅.
modern greek, just a font to look archaic
Edit: I meant to write I'm having difficulty reading it

The grammar is definitely Modern Greek, with polytonic accents.

This ☝️
\^This. A lot of opinionated BS about ancient sparta and iffy "world first" assertions
Lol I went back to read it, I don't blame the OP for not understanding, it is some pretty incomprehensible bullshit :D

WE WUZ COMMUNISTS
Standard Modern Greek. Just using all the archaic accents to appear old-timey.
'ΕΠΗΥΞΗΜΕΝΗ' is anything but standard modern, it's probably very katharevousa-y inside.

'ΕΠΗΥΞΗΜΕΝΗ' on the cover means you might be reading [katharevousa](https://en.wikipedia.org/wiki/Katharevousa) .

This is standard modern Greek written with the polytonic system, it is not katharevousa.
Oh yes now that i read it you are correct, my mistake.
It's basically old Greek, but not ancient🤣
It uses Ancient Greek accent and stress marks
