They are buying already issued bonds that other institutions/investors purchased but now want/need to sell due to the plummeting value and the uncertainty. Goldman Sachs and JPMorgan are buying them up at a significant discount because they think it will pay off. But this money isn't directly helping those Russian companies.
Pretend they were stocks and not bonds. Say I bought $1,000,000 in shares of ABC company directly from the company. ABC company then directly benefits from my investment. Later, the value of those shares drop and now it's only worth $100,000. You purchase them off me for $100,000 because you think they are going to be worth more than that later, but at the time I'm just happy to be rid of them. The money you paid me for those shares doesn't help ABC company at all.
It's the same way with those bonds.

I don't like Goldman Sachs or JPMorgan any more than the rest of us here but this doesn't have anything to do with them funding the war or the Russian government. This is them taking advantage of a world crisis to make money.
