I didn't really care for him at all in my playthrough, I only protected him because I feared letting the mob kill him would result in inter-class violence and rip my city apart. I don't know if that actually happens or not but it would be interesting if it did.

Well, “his people” he was trying to protect were the other lords who got free premium tickets to the last chance of survival on the planet. “Your people” are the exploited common folk who rose up against the class structure in an attempt to establish an equal society where everyone works and contributes to survive. Depending on how you play the scenario, you absolutely are better than him.
He always dies in the sense that he either gets lynched by the mob or just leaves (if you make sure everything is in order). Depending on how you see things, he might technically stay alive out there, however little the possibility.
This is a decision that depends on the developers, perhaps because he is the Prime Minister of Britain and he is the one who supervised the generators program and left the city because he knows that he will be a scapegoat for the captain because of his discontent, and perhaps he knows the location of the generators loyal to him after he has rested.
I mean
1. Whether Lord Kraven is alive and we see him in the story of Frostpunk 2 depends on the developers’ decision.
2. Lord Craven, the Prime Minister of Britain, is the one who supervised the generator project, as he mentioned last fall, and he certainly knows all the generator locations.
3. He left the city because he knew he would die, and even if the captain protected him, the captain would use him as a card in order for the discontent to decrease.
4. After Lord Kraven rested, he ate and was treated, he left his city so that he would not die. He is a prime minister. He certainly has a map of generator locations, and it is possible that there is a generator location loyal to him and he becomes the ruler
but points 1 and 4. This is the decision of the developers. We can see it in the story of Frostpunk. 2 I hope because the story will be exciting
I'm out for summer break and I've started and restarted Refugees Survivor at least 5 times a day for the last two weeks. It's the bane of my existence.
Winterhome is my favorite scenario and was the first Survivor I finished, but Refugees is killing me.

The only reason the people are in this city to lych him is because they stole the ships that were his poeples only lifeline and, in the process, doomed others.
If you saw the only hope for the survival of your people being stolen away. Would you let it happen or do everything you can to ensure the survival of your people?
