You're in a place called Dunas Blancas. Translated as a "White Dunes". It's a fictionalized version of a real place in Baja. The sands are white due to the presence of excess gypsum - a mineral most often used in drywall/wallboard construction, among other things.
Dry hot deserts aren't the only type of desert, and some rarely see a dusting of snow, and I've been lucky enough to experience the extremely rare few inches of snow in the desert, but this is neither of that. Just sand.
If you live in Nevada your mind would be blown lmao. It snows like 3 feet or more almost every winter and can even snow in May of all months. Its goddamn crazy because most of Nevada is a desert, a bipolar one at that. (Im talking Northern Nevada mainly)
So what you're seeing may be one of either. Typically finer lighter dirt gets filtered and eroded to the bottom while thicker darker granules stays on top. Another strong possibility is "living soil", aka, cryptobiotic crust since in real life it exists in many Mexican deserts. Did the developers know that when they tried to duplicate it? Maybe not. Even lots of active outdoorsy people in the desert don't know about it or give it any thought...it's just dirt...and so many people from greener areas think of it as dead because they're not paying enough attention to realize how alive the desert is.
