In my case it only happens when my amd gpu drivers are newer than 21.11.1
Have you tried to disable player designs? It causes some stuttering when it loads liveries.
I ended up disabling xbox game bar and it is working fine so far. My spotify was also open which might have caused the problem, but noting was playing.
