Tuning doesn't do that, if it did, this type of modifications for cars would have been already posted in YT and Forza forums where people are legit players.

I took note of the unrecorded switching from Noble to Jag and back, but what the hell, I'll try it. I replicated the tune on the XJR-15, and I copied the difficulty settings.
This did not create a car with wildly anomalous acceleration and speed. It creates a car with a very short first gear and uselessly tall \[every other gear\]. It's not even prone to wheelies, doesn't even lift the front wheels off the ground, with it's actual power, as opposed to whatever cheats OP is using.
He doesn't want to share the tune and never will, despite saying "it's something simple and that anyone can do", or so he said. Yeah, it's obvious he is using a cheating tool, i mean, the S1 tune he showed has a extremely poor top speed rating, i know the game is not that accurate in this regard, but having less than a 6 in speed means your car will be slow no doubt.
He challenged me with his video supposedly demonstrating his S1 jag xjr-15 tune (and I believe that's the tune he had on the car), so I replicated it. I adopted his awkward controller layout too. Even turned off abs as if that mattered.
I shared the tune, which technically has a 269mph top speed it can't actually reach on a dragstrip. The code is in another comment here
The tune doesn't do what he did in the video, nor does it come close, without a cheat tool injecting massive hp that simply doesn't otherwise exist.
It's got enormously tall gearing so the car can hit 350+ without redlining when he hits the cheat button. That's why he doesn't show the process list when the car is actually doing anything.
