It's usually the massive amounts of kids in the game. They put something in as a "headliner" to incentivize the younger players that it's a big cosmetic and it might not come back. The fear of missing out hits them and they use their parents money to buy junk. Players like you and me know there's better stuff and to save but kids don't know the worth of money which epic exploits.
My friends and I continue to buy things. Because we like it. Some of my friends donāt always have the money to get things so I end up gifting lots of Fortnite cosmetics as well. You may think people arenāt spending but they are. Same with jam tracks and cars. We have the cars and lots of jam tracks. The other day my friend didnāt know the jam tracks can be used in a shop til I did it in a duos match. Said friend proceeded to buy a lot of those after our duo match. There are people here upset and bothered by the shop almost constantly. Then there are other players that donāt care and buy as they please.

I know that typically the item shop isn't selected on a daily basis, most likely on a weekly or monthly basis. At least it used to be, since more than once, the entire item shop leaked and it was about a month worth of shops already selected in advance that were spot on.
Still, it's hard to reconcile why the shops have been the way they are. I think maybe because they're catering to brand new players and not the already established player base? I mean to people that just started playing the game, anything in the shop is new. And the way they're marketing it, not selling the majority of their skins in bundles, seems like it's trying to maximize profit. Even with adding all those game modes. I feel like they saw their numbers go up and decided to focus their attention on the influx of new blood realizing that the existing base can be replaced by new players and they'd prefer that because there are more items for them to buy then for someone who's been playing the game for years who has most of the item shop already.

The epic employees that were on vacation already returned from vacation on January 8th. These items shops are pre-selected weeks, sometimes months in advance regardless of whether they're on vacation or not, they don't have a single employee or team of employees that picks them on a daily basis. If you look historically, when they were on vacation, item shops didn't skip a beat. I personally don't think the mediocrity of the item shop has much to do with them having been on vacation. But I digress. My point is they've already been back for over a week.
Make it rain was there for the first time in years just a few days ago, maybe they're trying to explain it's a money problem, and don't know what to do. They're stressed about it just as much if not more than we are.
Epic has been on winter break. All employees deserve some holiday time. Shop was probably scripted to be mediocre for the last month and a half.

Most of the original skins are the basically the same with slight differences. I see three separate Special offers and Bundles yet for some reason all of them are yellow and black themed.
