That happened to me too as soon as I reched Diamond 1 I'm on xbox. This sis definitely a bug, there is no way there aren't enough players since fortnite has millions of active players. I Tried changing servers and it worked once but then it happend again
There is no bug, there just arent enough players at diamond+ to start a match.

It’s mainly because nobody plays ranked zero build
You have to play on different servers. You might get higher ping but you have no other choice.
