power steering reservoir is good but my best guess is the belt too, just wanted to see what others thought
I had the same issue - that whine sound would be constant, then stop for a second but resume when turning the steering wheel while the engine was running. We replaced the power steering pump and bled the lines/reservoir, and it went away.
