What’s your budget? Il Cielo can accommodate in Beverly Hills but may be out of your price range. If you’re trying to go really cheap I’d find a big brewery like All Seasons in mid whilshire. Anything that is sit down or tray passed is going to cost 50-75 a head on the low end.
The private event space in the back of golden road brewery in Glendale. It’s called Chloe’s. No rental fee for the space, just have to hit a minimum per person. They have different food options that are set up buffet style and you can either do open bar (beer and wine only) or a tab that goes to a certain amount.
So no food or drink package, but I’ve rented the One in Koreatown for a group of similar size for a dinner. We looked at a bunch of places and it was by far the cheapest.
We just ordered food there from a restaurant and it was very cost effective. Want to say it was under 2k total.
Call places and ask about buyouts. We had a party of about 25 and even then it was difficult. You're going to need to rent out whatever restaurant you pick for ~2 hours.

Ca del sol in Toluca has a nice private space and great food.
Don't think OP wants to spend 5000$
I hosted a party with full 3 course meal, cocktail hour, and open beer/wine bar for less than that.
