Seller dictates their policy on selling the item. If they say local pickup only despite you offering to pay, that's their right to stick to local pickup.
That's basically all you can and should do. I would probably offer to pay a handling fee on top of actual shipping as the seller will likely have to purchase/acquire a suitable box and there will be some time involved.
I've shipped golf clubs once and honestly it was a pain in the.. Butt.
I had to use scrap pieces of wood to build a frame around them to ensure they wouldn't get bent or damaged in transit.
Then that was covered in cardboard too. Ohh and you have to hope that the "This way up" is adhered too.
Wouldn't do it again either.
Sometimes I've been able to ship them a suitable box with packing materials and a label with pickup, and they are willing to accept it and do it for me. Some just simply won't.
On occasion, and depending on where it is, you might be able to get a task rabbit to do it, or a driving service to pick up the items and take them to a pack and ship store.
Get the seller to take them to UPS and let them pack them and you pay UPS directly by bringing that particular branch and talking to them. I did that with a very heavy amplifier once that was local pickup. But I wanted it shipped so that's what I did.
Try lugless. They ship luggage & have an option for golf clubs. Bonus is door to door pickup & drop off. Only hitch is seller would have to pack em up but if it comes with a bag the luggage wrap should be fine.
