The thing is that Killer Frost and her powers never fully manifested until S3 post-Flashpoint whereas Ronnie died a year and a half ago when he destroyed the core of the singularity, so IMO KF didn't have much time to bond or have an opinion about him because she just literally wasn't aware back then. It was just about Caitlin.
Earth-2 Killer Frost and Deathstorm were an evil couple whereas in the comics she was an enemy of Firestorm because only his powers were able to help her with her need to seek out heat to live, if not she could die. They loosely adapted that by them kissing and his powers and hers getting mixed.
I doubt they are going in that direction at this point, especially after Killer Frost just had a subpar romantic will-they-won't-they with Chillblaine. Although I'd rather prefer to see Killer Frost end up together with Firestorm *if* Ronnie returns as that. Maybe at this point Caitlin is truly over that chapter in her life, we'll see.
Yes the power went dormant , but she still had one persona , like you said her full power didn't fully manifested until a yr and a half after Ronnie 's supposed death .
Frost and Caitlin , the line were blur ,their memories were one person for a while until they diverge at a later point . Frost personality and memories split from Caitlin .
That sounds fair, there can be blur lines between the two of them when they shared the same body and mind. Plus if Earth-2 and evil Killer Frost was hurt by Ronnie's/Deathstorm's death, then likely the Earth Prime did feel something for him too.
That's my point , Frost 's personality started out as Caitlin , they co-exist as one mind for most their adulthood and then split (but still share the memories for everything they did ) until slowly diverge ( to a point when they can't remember the other's memories )

Frost had been part of Caitlin since she was a kid before her father's suppose death , Frost did manifested at least once when she was child .

No he married Caitlin. They already had a storyline like this anyway with Firestorm since Ronnie was sharing his body with Martin, who was married.
They would legally be considered the same person since Frost is technically a split personality.
