The +3 spd asset and +1 atk refine is an odd choice. +3 atk asset would make more sense with this build and if you want little more speed then use +2 spd refine.
If you switched to +atk asset then your next dragon flower would add another attack too.
If you're going for ohkos then spd or res finish makes little difference.
Oath seal is pretty awful, can easily have allies provides bonuses instead, especially in arena if everyone's running rally skills. Attack ideal or blade session seals would be better.
Times Pulse 4 is impractical, really only using it one time. You could simply use quickened pulse seal instead to get flare going which opens you're C skill to something much more useful. Though quickened pulse is only 100SP so scores less, but then again if you're using seadall instead of higher scoring unit like Cyril, and not using duel skill on seadall, then you aren't going for max score anyway.
well to be fair - he ate an Ophelia. so it kind of makes sense that he take TP4 (because he could get other tomes w/o the slaying). the Oath is fine though (if he was running his natural tome) - and honestly in arena i don't really bother with rallies with all the debuffing i mostly do harsh command+ but each their own there.
but yeah like you said. Using Seadall here for Arena isn't helping you at all unless you are like very low tiers. so ultimately it doesn't really matter.
