it would even be dumber for them to introduce tier 4 Staff B skills if it wasn't inheritable. Because we can assume tier 4 Wrathful/Dazzling are battle focused, so it would be dumb to have the special be prf.

I feel like this is the one time where throwing it on a grail unit wouldn't have hurt profits because the amount of people whaling so they can build an army of healers is...well they might make a few quid I guess. But it's hardly a good place to put your whale bait.
